This arrangement will make the process of brushing your teeth much more easier and it will also encourage you to wash off your toothbrush immediately after use, as this will help reduce the spread of germs from the toothbrush into your mouth.
In addition, you should also place another towel rail near your sink or your basin in order to have something to wipe your hands with after brushing your teeth or washing your hands.
That said, now would be the perfect time to discuss where to position the toilet dispenser. The toilet roll dispenser, as you may have already guessed, should be placed near the toilet, as this placement will be very much convenient and will be easily accessible to everyone using the toilet. Furthermore, the second reason behind this arrangement would be that it is rather inconvenient to get out of the shower while water is dripping down your body, because it will only cause you to wet the bathroom floor. But if you have a large bathroom, you could also install two towel rails, one close to the sink and another one next to the shower cubicle.
